Eligible Project Activities. Federal funds provided for its Underlying Agreement and subagreements may be used for the following projects: (a) Capital, (b) Purchase of service agreements with private providers of public transportation service, (c) Operations in those States participating in the section 3012(b) of SAFETEA-LU pilot program, (d) Technical assistance, (e) Administrative, (f) Planning, and (g) Meal delivery service, as permitted by former 49 U.S.C. § 5310(g),
