EFFICIENT OPERATIONS. 15.1 There shall be no interference by the Union with the Em- ployers’ right to operate efficiently and to change methods of work and to utilize labor-saving devices. 15.2 With regard to the local agreements, it is agreed that any provisions of this Coast Agreement supersede local agree- ments, and that any provisions of the local agreements which are in conflict with this Coast Agreement shall be changed as a result of the execution of this Agreement.
