Educational Program or Service. In making a recommendation on the educational program or service to be provided by the District, consideration will be given to the following factors: A. The needs of students as developed by historical subject enrollments of students consistent with requirements for graduation and minimum program requirements. B. The funds available for the implementation of the educational program or service.
