Educational Program or Service. 1. The needs of students as developed by historical 7-12 subject enrollments of students, requirements for graduation, requirements for accreditation and minimum program requirements in accordance with WAC ▇▇▇-▇▇-▇▇▇ through WAC ▇▇▇-▇▇-▇▇▇ or appropriate state statutes as they may exist from time to time and those programs necessary to retain categorical revenues. 2. The positions needed to operate the educational program or service developed under number 1 above.
