Educational Benefits. Section 1. Payment for Non-Required Courses (Schools of Higher Learning and Other Fire Department Related Courses). The EMPLOYER shall reimburse ½ of cost up to a $750.00 limit per fiscal year, the cost of tuition or fee, if any, for non-required, Fire Department related courses taken by EMPLOYEES at Schools of Higher Learning or other Fire Department related courses, certifications, schools, seminars or licensing, and approved in accordance with this Section.* The reimbursement of such costs or tuition shall be within budgeted funding and not to exceed the maximum amount as determined by the budget process. All courses eligible for payment under this section shall: 1. Be reviewed and approved by the Fire Chief or designee prior to enrollment. 2. 4. Be attended on the EMPLOYEE'S own time.** A special effort shall be made by the EMPLOYER to allow EMPLOYEES who wish to attend Fire Department related courses to do so. B. if an employee receives an incomplete in a course for good reason (such as an illness in the family) the employee will have until the end of the Fire Chief. * This section does not apply following semester to EMPLOYEE(S) selected complete the work and sent then seek reimbursement;
C. if an employee is terminated by the Employer for cause, eligibility for these benefits ends immediately;
D. if an employee is laid off, the employee maintains eligibility for reimbursement at the completion of the course, provided that course began prior to the department sponsored Paramedic Program by layoff; and if an employee voluntarily terminates employment prior to the EMPLOYERcompletion of an approved course, which the employee will no longer be eligible to receive any reimbursement. The parties acknowledge and agree that the Employer shall have the ability to equally limit all City employee bargaining units participation as to these Educational Benefits if the Employer is at the sole discretion limited and unable, because of the Fire Chief. **The EMPLOYER reserves the exclusive right financial constraints, to determine whether or not provide this benefit to allow on-duty EMPLOYEE(S) time off to attend such coursesany of Employer's employees.

In addition, it includes graduate courses available through cross registration in the Associated Colleges of St. ▇▇▇▇▇▇▇▇ Valley Cross Registration Program, to the extent and so long as that Program permits the University to cross register for graduate courses on the same basis permitted for undergraduate courses. In order for an employee to receive their full pay for any week in which he/she attends classes during the workday under this section, the employee must make up that lost time in the same week. Verification of made up time may be required by the University. Pursuant to these same conditions, employees who matriculate shall be permitted to take up to two courses per semester, one course per summer session and one course per winter term (subject to University and Faculty approval), so long as it exists, tuition-free.
Section 2. Dependent children (pursuant to IRS regulations) of full-time employees (including full-time seasonal employees) who have completed a one year waiting period and who are accepted for admission by the University's Admissions Office may matriculate at St. ▇▇▇▇▇▇▇▇ University tuition free. This benefit is available only so long as the employee-parent remains a full-time employee and is limited to the number of semester units minimally required to obtain a baccalaureate degree or successful completion of the Fire Chiefrequirements for a baccalaureate degree, whichever occurs first. * Students may be required to apply for NYS grants, e.g. TAP awards. Dependent children (pursuant to IRS regulations) of full-time employees (including full-time seasonal employees) who have been so employed continuously for three years may take one University course per summer session, tuition-free, subject to University and faculty approval, provided (a) the courses are taken during the first five ▇▇▇▇▇▇▇ after High School graduation, (b) the student is not a matriculated student at the University, and (c) the student is a non-High School student at the time the courses are taken. This section does benefit is available only so long as the employee-parent remains a full-time employee. Any decision of the University's Admissions Office concerning a matriculating employee or dependent shall be final and sent shall not, under any circumstances, be subject to this Agreement's grievance and arbitration provision. Decisions concerning non-matriculating students may be appealed to the department sponsored Paramedic Program by University President, or his or her designee; the EMPLOYER, which is at the sole discretion decision of the Fire Chief. **The EMPLOYER reserves President or designee shall be final and shall not, under any circumstances, be subject to this Agreement's grievance and arbitration provision.
(a) An employee otherwise entitled to benefits under Section 1 and 2 who subsequently is laid off, shall be permitted to continue to receive those benefits for the exclusive right remainder of the semester in which the layoff occurs.
(b) In the event of the death or permanent total disability of any employee who, at that time, had an enrolled dependent receiving benefits under Section 2 and, had less than 10 years of service with the University, the enrolled dependent shall be permitted to determine whether continue receiving the benefits of Section 2 for the remainder of the academic year in which the death or not to allow on-duty EMPLOYEE(S) time off to attend such courses.disability occurred;

Educational Benefits. Section 1
14.1 Employees may be required by the Administration from time to time to attend conferences, meetings, public hearings, workshops, forum lectures, discussion groups, State sponsored educational offerings, and other assemblies of professional interest. Payment for Non-Required Courses (Schools of Higher Learning and Other Fire Department Related Courses)Employees may also initiate requests to attend such events. The EMPLOYER shall reimburse ½ granting of cost up requests is the prerogative of the Director or designee. When such requests are considered appropriate, they will be granted fairly and equitably to a $750.00 limit per fiscal year, employees within the cost of tuition or fee, if any, for non-required, Fire Department related courses taken by EMPLOYEES at Schools of Higher Learning or other Fire Department related courses, certifications, schools, seminars or licensing, and approved bargaining unit in accordance with this Sectionjob relatedness. Every effort will be made by the Department to ensure consistency in granting of these leaves with pay and they will be subject to review by the hospital or agency tuition committee to ensure fair and equitable distribution.* The reimbursement
(A) Undergraduate Program A part-time education benefit leading to the attainment of such costs or tuition a degree in a nursing-related discipline shall be within budgeted funding available to all members of the bargaining unit on a three (3) semester basis.
(a) The Agency committees as established by this Agreement shall provide all policies and not to exceed procedures for implementation of the maximum amount as determined by tuition reimbursement program for both undergraduate and graduate programs.
(b) Said committee shall make the budget process. All courses eligible for payment under this section shall:
1. Be reviewed determination of all nursing-related degree programs and approved by the Fire Chief or designee prior to enrollmentoversee both undergraduate and graduate programs.
2. Be initiated Reimbursement to the individual for costs of tuition, books, and completed while in the employ other direct course-related costs of the Fire Departmentapproved course, shall be made to the individual upon verification of satisfactory completion of the course. Part-time employees reimbursement will be pro-rated on number of hours worked. Satisfactory completion shall be a C grade or higher in any course and shall be verified by official notification from the college registrar.
3. Be completed with sufficient evidence to All tests required for said course and paid for by the Fire Chief or designee State shall accompany the verification of a grade the course and shall become the property of "B" or better, or passing grade in ungraded courses, etcthe individual.
4. Be attended on the EMPLOYEE'S own time.** A special effort The educational program benefits shall be made funded by the EMPLOYER State in an amount not to allow EMPLOYEES who wish to attend Fire Department related courses to do soexceed thirty-five thousand dollars ($35,000) per fiscal year.
5. The EMPLOYEE shall submit a request for the course to the EMS Professional Standards Officer and upon approval complete a Travel/Training submission, if required. The Fire Chief and the designated EMS Professional Standards Officer shall determine approval and expenses allowed, if any, and process a request for reimbursement upon successful completion. Any rejections and/or denials Course disbursement shall be subject equitable and fair and shall be intended to appeal to benefit the Fire Chiefgreatest number of individuals (employees) as practicable. EMPLOYEE'S may Course distribution shall be in accordance with State seniority provisions.
6. Employees shall be allowed to utilize annual time in four (4) hour blocks attend courses only during hours outside, or other than, the employee's normal working hours.

Educational Benefits. Section 1. Payment for NonSo long as they remain employed by the University, full-Required Courses (Schools time employees who have at least one year of Higher Learning and Other Fire Department Related Courses). The EMPLOYER shall reimburse ½ of cost service may take up to a $750.00 limit one course per fiscal yearsemester, tuition-free, at the cost of tuition or fee, if any, University provided: (a) the employee meets the requirements imposed upon all candidates for non-required, Fire Department related courses taken by EMPLOYEES at Schools of Higher Learning or other Fire Department related courses, certifications, schools, seminars or licensing, enrollment and approved in accordance with this Section.* The reimbursement of such costs or tuition shall be within budgeted funding and not is permitted to exceed the maximum amount as determined enroll by the budget process. All courses eligible for payment under this section shall:
1. Be reviewed University's Admissions Office; and (b) the scheduling is approved by the Fire Chief or designee prior to enrollment.

Any rejections and/or denials Human Resources shall be subject to appeal the Grievance and Arbitration procedure. Included in this benefit is up to two courses of cross registration in the Fire Chief. EMPLOYEE'S may be allowed Associated Colleges of St. ▇▇▇▇▇▇▇▇ Valley Cross-Registration Program, so long as the University continues to utilize annual time participate in four (4) hour blocks to attend courses at bona- fide schools of higher learning when enrolled in a degree that program and subject to the approval rules and regulations of that program. This benefit includes graduate courses offered by St. ▇▇▇▇▇▇▇▇ University. In addition, it includes graduate courses available through cross registration in the Associate Colleges of St. ▇▇▇▇▇▇▇▇ Valley Cross Registration Program, to the extent and so long as that Program permits the University to cross register for graduate courses on the same basis permitted for undergraduate courses. In order for an employee to receive their full pay for any week in which he/she attends classes during the workday under this section, the employee must make up that lost time in the same week. Verification of made up time may be required by the University. Pursuant to these same conditions, employees who matriculate shall be permitted to take up to two courses per semester (and one course per winter term, so long as it exists), tuition-free.
Section 2. Dependent children (pursuant to IRS regulations) of full-time employees who have been so employed continuously for one year who are accepted for admission by the University's Admissions Office may matriculate at St. ▇▇▇▇▇▇▇▇ University tuition free. This benefit is available only so long as the employee-parent remains a full-time employee and is limited to the number of semester units minimally required to obtain a baccalaureate degree or successful completion of the Fire Chiefrequirements for a baccalaureate degree, whichever occurs first. * Students may be required to apply for NYS grants, e.g. TAP awards. Dependent children (pursuant to IRS regulations) of full-time employees who have been so employed continuously for one year may take one University course per summer session, tuition-free, subject to University and faculty approval, provided (a) the courses are taken during the first five ▇▇▇▇▇▇▇ after High School graduation, (b) the student is not a matriculated student at the University, and (c) the student is a non-High School student at the time the courses are taken. This section does benefit is available only so long as the employee-parent remains a full-time employee. A spouse of a full-time employee who has been so employed continuously for one year may take course(s), tuition free, subject to University and faculty approval, as listed below. This benefit is available only so long as the employee spouse remains a full-time employee. Taxes as applicable are the responsibility of the employee. Non-matriculated student (spouse): one undergraduate or graduate course per semester and per summer session. Matriculated student (spouse): up to two undergraduate or graduate courses per semester, one per summer session Dependent children (per IRS regulations) of full time employees who have been so employed continuously for one year will be eligible to participate in The Tuition Exchange Scholarship program, so long as the University participates in that program and the program permits such participation. Participation will be on such terms as are established by The Tuition Exchange.
Section 3. Benefits under this Article do not apply extend to EMPLOYEE(S) selected fees other than tuition, nor, with the exception of cross- registration benefits provided in Section 1, do they extend to any other institution.
Section 4. Any decision of the University's Admissions Office concerning a matriculating employee or dependent shall be final and sent shall not, under any circumstances, be subject to this Agreement's grievance and arbitration provision. Decisions concerning non-matriculating students may be appealed to the department sponsored Paramedic Program by University President, or his or her designee; the EMPLOYER, which is at the sole discretion decision of the Fire Chief. **The EMPLOYER reserves President or designee shall be final and shall not, under any circumstances, be subject to this Agreement's grievance and arbitration provision
(a) An employee otherwise entitled to benefits under Section 1 and 2 who subsequently is laid off, shall be permitted to continue to receive those benefits for the exclusive right remainder of the semester in which the layoff occurs.
(b) In the event of the death or permanent total disability of any employee who, at that time, had an enrolled dependent receiving benefits under Section 2 and,
(1) had less than 10 years of service with the University, the enrolled dependent shall be permitted to determine whether continue receiving the benefits of Section 2 for the remainder of the academic year in which the death or not such disability occurred;
(2) had 10 or more years of service with the University, the enrolled dependent shall be permitted to allow on-duty EMPLOYEE(S) time off to attend such coursescontinue receiving the benefits of Section 2.

Educational Benefits. Section 1
14.1 Employees may be required by the Administration from time to time to attend conferences, meetings, public hearings, workshops, forum lectures, discussion groups, State sponsored educational offerings, and other assemblies of professional interest. Payment for Non-Required Courses (Schools of Higher Learning and Other Fire Department Related Courses)Employees may also initiate requests to attend such events. The EMPLOYER shall reimburse ½ granting of cost up requests is the prerogative of the Director or designee. When such requests are considered appropriate, they will be granted fairly and equitably to a $750.00 limit per fiscal year, employees within the cost of tuition or fee, if any, for non-required, Fire Department related courses taken by EMPLOYEES at Schools of Higher Learning or other Fire Department related courses, certifications, schools, seminars or licensing, and approved bargaining unit in accordance with this Sectionjob relatedness. Every effort will be made by the Department to ensure consistency in granting of these leaves with pay and they will be subject to review by the hospital or agency tuition committee to ensure fair and equitable distribution.* The reimbursement
(A) Undergraduate Program A part-time education benefit leading to the attainment of such costs or tuition a degree in a nursing-related discipline shall be within budgeted funding available to all members of the bargaining unit on a three (3) semester basis.
(a) The Hospital committees as established by this Agreement shall provide all policies and not to exceed procedures for implementation of the maximum amount as determined by tuition reimbursement program for both undergraduate and graduate programs.
(b) Said committee shall make the budget process. All courses eligible for payment under this section shall:
1. Be reviewed determination of all nursing-related degree programs and approved by the Fire Chief or designee prior to enrollmentoversee both undergraduate and graduate programs.
2. Be initiated Reimbursement to the individual for costs of tuition, books, and completed while in the employ other direct course-related costs of the Fire Departmentapproved course, shall be made to the individual upon verification of satisfactory completion of the course. Part-time employees reimbursement will be pro-rated on number of hours worked. Satisfactory completion shall be a C grade or higher in any course and shall be verified by official notification from the college registrar.
3. Be completed with sufficient evidence to All tests required for said course and paid for by the Fire Chief or designee State shall accompany the verification of a grade the course and shall become the property of "B" or better, or passing grade in ungraded courses, etcthe individual.
4. Be attended on the EMPLOYEE'S own time.** A special effort The educational program benefits shall be made funded by the EMPLOYER State in an amount not to allow EMPLOYEES who wish to attend Fire Department related courses to do soexceed thirty-five thousand dollars ($35,000) per fiscal year.
5. The EMPLOYEE shall submit a request for the course to the EMS Professional Standards Officer and upon approval complete a Travel/Training submission, if required. The Fire Chief and the designated EMS Professional Standards Officer shall determine approval and expenses allowed, if any, and process a request for reimbursement upon successful completion. Any rejections and/or denials Course disbursement shall be subject equitable and fair and shall be intended to appeal to benefit the Fire Chiefgreatest number of individuals (employees) as practicable. EMPLOYEE'S may Course distribution shall be in accordance with State seniority provisions.
6. Employees shall be allowed to utilize annual time in four (4) hour blocks attend courses only during hours outside, or other than, the employee's normal working hours.
7. Employees shall be allowed to attend courses at bona- fide schools of higher learning when enrolled which will benefit and enhance their capabilities and employment as a professional Registered Nurse.

Educational Benefits. Section 1. Payment for Non-Required Courses (Schools of Higher Learning and Other Fire Department Related Courses). The EMPLOYER shall reimburse ½ of cost up 19.01 Employees who enroll in courses at the College are entitled to a $750.00 limit remission of one hundred percent (100%) of the tuition fees and all of the application fees with respect to one full course per fiscal academic year. Educational benefits are prorated for part-time employees.
19.02 The spouse and dependent children (not employed by the Employer) of an employee are entitled to a fee remission of fifty percent (50%) of the appropriate tuition fees. Educational benefits are prorated for part-time employees.
19.03 The following items will form the basis of the Selkirk College Apprenticeship Program. These items will be agreed to and binding upon both parties:
.1 Management personnel may provide the apprentice on-the-job training and perform bargaining unit work, for instructional purposes only.
.2 During the first year of the apprenticeship, the cost apprentice will be paid the rate of tuition or feethe General Maintenance - Pay Grade 3. During the second year of the apprenticeship, if anythe apprentice will be paid at the Repairman rate - pay Grade 4. During the third and fourth year of the apprenticeship, for non-requiredthe apprentice will be paid at the Tradesman rate - pay Grade 6. Should the above apprentice pay schedule become less than the percentages outlined in the Apprenticeship Wage Regulations, Fire Department related courses taken by EMPLOYEES at Schools the Regulations will apply.
.3 The College is not committed to provide a journeyman tradesman position upon completion of Higher Learning or other Fire Department related coursesthe Apprenticeship Program. If a position is not available upon the successful completion of the Apprenticeship Program, certifications, schools, seminars or licensing, and approved the employee will be laid off in accordance with this Sectionthe terms and conditions of the Collective Agreement.*
.4 Maintenance positions which are established to accommodate apprenticeship training will be advertised in the normal manner, but Selkirk College shall have the latitude to select the individual who it feels will have the ability to met the requirements of the position and who satisfactorily meets the requirements of any tests or examinations which the College may use to determine an individual's aptitude for the apprenticeship position. If two candidates have equal abilities and aptitudes, as deemed necessary by the College, seniority will apply in selecting the successful applicant.
.5 The reimbursement College will pay one hundred percent (100%) of such costs course fees for courses which the College deems relevant for apprenticeship training.
.6 Time spent by the apprentice in attending apprenticeship courses and apprenticing will be deemed as time worked. Time lost as the result of illness, strike, lockout, or tuition extended leaves of absence will not be deemed as time worked. .7 The apprentice will not lose any pay or other benefits of the Collective Agreement. However, all wage related remittances from outside agencies shall be within budgeted funding and not to exceed deducted from the maximum amount as determined by the budget process. All courses eligible for payment under this section shall:
1. Be reviewed and approved by the Fire Chief or designee prior to enrollmentapprentice's wage.
2. Be initiated and completed while in the employ of the Fire Department.
3. Be completed with sufficient evidence to the Fire Chief or designee of a grade of "B" or better, or passing grade in ungraded courses, etc.
