Determination of a Pool Civil Emergency. A Pool Civil Emergency shall exist upon any resolution to that effect passed by the Executive Committee in accordance with the provisions of this Part whereafter, subject to the following provisions of this Part, a Pool Civil Emergency Period shall commence.
