Departure from Specifications. Should the bidder wish to depart from the provisions of the specifications or general conditions of contract, he shall clearly mention them giving his reasons thereof. Unless this is done, the equipment offered and work executed shall be deemed to comply in every respect with the terms and conditions of the specifications without claiming any extra charges whatsoever.
