DATA LINKAGE. Working with the Central New York Regional Information Center, the Cincinnatus Central School District will provide all of the data elements described by SED. Data will be submitted to the SED through the portal each year. This information includes a comprehensive course catalog, assessment scores, student enrollment information, and evaluation component score. The District shall provide accurate data to the State Education Department in a format and timeline prescribed by the Commissioner. The District shall also provide access to teachers so they may verify the student rosters assigned at the beginning of each school year and prior to the administration of State assessments. The designated Data Coordinator shall be in charge of collecting the required data, overseeing changes in and maintenance of the local data management systems, and ensuring the accuracy of the data. The Data Coordinator shall have the authority to assign tasks and deadlines, as required. The Data Coordinator shall be responsible for reporting to the SED the individual subcomponent scores and the total composite effectiveness score for each covered classroom teacher in the District, and shall do so in a format and timeline prescribed by the Commissioner.

OUTPUT DESCRIPTION: Researchers will generate and provide Innovative Practice Reports to Utah Leading through Effective Actionable and Dynamic (ULEAD) Education outlining the findings of their research project, as detailed above. Within each Innovative Practice Report, Researchers will: ● Identify the causes of the LEA's successful practice; ● Identify opportunities for LEAs to adopt or customize innovative or best practices; ● Address limitations to successful replication or adaptation of the successful practice by other LEAs, which may include barriers arising from federal or state law, state or LEA policy, socioeconomic conditions, or funding limitations; ● Include practical templates for successful replication and adaptation of successful practices, following criteria established by the director; ● Identify experts in the successful practice that is the subject of the innovative practice report, including teachers or administrators at the subject LEA; and include: ○ an executive summary describing the innovative practice report; and ○ a video component or other elements designed to ensure that an innovative practice report is readily understandable by practitioners. Additionally, Researchers will provide regular information progress updates to ULEAD. Provide a summary of the output. This section states what reports or information will be produced because of this research and where that information will go.
DATA LINKAGE. The DHHS data securely exported to USBE will possess personally identifiable information (for matching purposes) for children previously enrolled in DHHS programs that are now old enough to potentially be enrolled in USBE services. The DHHS child identities will be matched to “mutual/in-common” USBE student records and linked to USBE attendance and outcome data according to USBE’s policies/procedures and guidance. The matched data sets will then be exported by USBE to DHHS using a safe/secure protocol and application as per USBE policy. DHHS will own and accept responsibility and liability for the matched data sets and the related research outputs. All public reports and research documents are de-identified, aggregated, and deploy disclosure avoidance techniques such as small cell size suppression. The matched data sets to be exported by USBE to DHHS will include the SPID (DHHS’ numerical pseudo direct identifier), with no other personally identifying information. DHHS requests that USBE delete the original source files and the linked/matched files after DHHS successfully receives the export. Provide detailed information on the Data being linked, the other sources of Data, and any additional constraints to protect the FT linked Data. DRA ANALYTIC APPROACH: Descriptive analysis, trend analysis and/or regression analysis as applicable. Describe analysis. OUTPUT: Researchers must provide their output to the USBE. OUTPUT DESCRIPTION: The output for this research project will be deidentified and aggregated descriptive reports that display USBE outcomes for children/students that received DHHS early childhood services. The reports will be shared directly with DHHS and USBE agency, division, and program leadership. Provide a summary of the output. This section states what reports or information will be produced because of this research and where that information will go. DATA LINKAGE. All the data requested here will be provided by the USBE, and there is no other source of data for this project. The data files will be linked by unique statewide student ID, which will be used only for this purpose. WestEd will take all necessary precautions to safeguard the data and comply with all applicable Federal, State, or local laws, ordinances, regulations, and directives relating to confidentiality. All computers used to upload, analyze, or store the data containing PII will be encrypted and password-protected. WestEd will store the data in a password-protected and encrypted cloud-based content management system.

DATA LINKAGE. The data obtained from the LEA annual reports is linked with the protected data on whether the student is in the highest risk group or not. Personally identifying information (PII) is deleted from the data base I maintain after the students’ Kindergarten year. Kindergarten year PII is frequently needed by USBE data staff to insure correct SSID information moving forward longitudinally. USBE staff do not receive information on child risk category only name, birthdate, gender, ethnicity, and preschool program.

District- and school-level data will be linked by their NCES ID and year. We also will link district survey results to districts using district-level identifiers. The district survey will be administered to a sample of districts. The survey will ask about the experiences of EL students; for example, the types of services and supports that EL and former EL students receive; how districts assign different students to certain tracks, programs, and courses; or how districts implement entry and exit procedures.
