Cross-Reference Matrix. The intent of Attachment 7 Cross-Reference Matrix is to ensure that all requirements for Volume ITechnical Factor 1 are addressed and easily accessible to evaluators. The Cross-Reference Matrix must provide a single integrated index for the corresponding proposal Volume/Factor. The Cross-Reference Matrix is to assist evaluators during the evaluation; however, the Cross-Reference Matrix will not be evaluated.

Cross-Reference Matrix. The intent of the cross-reference matrix is to ensure that all requirements are addressed and easily accessible to the evaluators. The cross-reference matrix must provide a single integrated index for the entire proposal. This matrix format shall cross-reference the proposal volumes and proposal paragraphs to the applicable Factor and PWS paragraph/Solicitation requirements. A complete copy of the Cross-Reference Matrix shall be included in each volume of the proposal (Volume I, II, III, IV and V). The format of the cross-reference matrix should be identical for all volumes. This matrix is for informational purposes only and will not be evaluated.
Cross-Reference Matrix. The cross reference matrix will be utilized as a tool to show critical interrelationships and dependencies among the technical requirements document (Performance-Based Work Statement (PWS)), the Contract Line Item Number (CLIN), the Contract Data Requirements List (CDRL), Section L (ICNTO), and Section M (Evaluation Basis for Award). The cross reference matrix will help offerors ensure they have responded to all the evaluation criteria and proposal submittal requirements identified in the solicitation. If the matrix conflicts with any other requirement, direction, or provision of this solicitation, the other reference shall take precedence over this matrix. Section M references in the matrix are for informational purposes only, and the Government shall be obligated to evaluate proposals solely in conformance with the provisions of Section M of the solicitation.

Cross-Reference Matrix. The offeror shall prepare a Cross Reference Matrix cross referencing all RFP requirements to the location of the offeror’s responses in their proposal. The Cross Reference Matrix provides reference information but is not evaluated. The offeror’s format is acceptable.
