Core Versus Support Programs. The programs outlined in Chapters 4-6 can be described as either “core” or “support” programs. Core programs are those where CVEDS has lead responsibility and applies significant focus. The majority of the programs fall into this category, as shown in the table below. Support programs address issues of significant importance for the region’s economic development, but the CVEDS role is to provide support to one or more other lead agencies or organizations.
