Cooperation and Consent. The City, Village, and Township have acknowledged and agreed that it is essential to the welfare of their residents that the Parties cooperate to the greatest extent practical in the development of a joint recreation district which will contribute to the improvement of the prosperity, health, safety, and welfare of all of the people of the City, Village, and Township.
