CONTRACTOR TO INFORM HIMSELF FULLY. The contractor shall be deemed to have carefully examined the work and site conditions including labours, the general and the special conditions, the specifications schedule and drawing and shall be deemed to have visited the site of the work and to have fully informed himself regarding the local conditions and carried out his own investigations to arrive at the rates quoted in the tender. In this regards he will be given necessary information to the best of the knowledge of Department but without any guarantee about it. If he shall have any doubt as to the meaning of any portion of these general conditions, or the special conditions to the scope of working of the specification and drawings, or any other matter concerning the contract, he shall in good time before submitting his tender set forth the particulars thereof and submit them to the Engineer in writing in order that such doubt may be clarified authoritatively before tendering. Once a tender is submitted the matter will be decided in accordance to the tender conditions in absence of such authentic clarification.
