Construction Price Proposal. Obtain price competition on all subcontractors, materials and equipment to the maximum extent practicable. Provide detailed supplier/subcontractor quotes from a minimum of two separate and distinct suppliers/subcontractors (with no common brand name affiliation with each other) for each equipment/system proposed. Each of the quotes must be broken down into detailed material, equipment and installation (labor) costs in terms of man-hours, dollars, skills, quantities and units. The detailed quotes must be forwarded to the Government as part of the cost proposal. When competitive quotes cannot be obtained, document effort to obtain competition, show name of firms contacted for quotes, dates, methods used to contact them and their response. Provide this documented attempt to obtain competition to the Government with the proposal. Where replaced equipment/systems are turned over to the Contractor for disposal, every effort should be made to obtain credit from the disposal of this equipment/system towards reducing the cost of the task order. This effort, positive or negative, must be reflected in the cost proposal. The Contractor's cost proposal shall be detailed enough to indicate, as applicable, the following information: a. Description of items/services b. Quantity of items/services c. Units of measure for items/services d. Man-hours per unit to install/service/test items/services e. Material cost for item/services f. Equipment costs associated with item/service (with manufacturer's price quotes) g. Special services (factory technicians, test labs, etc.) required h. Subcontractor work (cost proposal should be detailed as explained in "a through f" above i. Specified individual mark-ups including overhead, profit The details indicated above shall be arranged in a logical manner with mathematical extensions and summations at suitable locations. Wage rates utilized in crew rates should be identified as to crew composition by trade with base rates and fringes detailed separately. (See Format for Calculation of Self-Performing Work at the end of the Section.) The CLINs for Firm Fixed Price Summary Wage Rates are applicable to the Prime Contractor's personnel only and must be used for pricing the Prime Contractor's professional personnel assigned to the task order.
