Conservation Cost Pool. The base for operations costs for 2001 for the 1% Water Conservation Program shall be $1,326,712.00. This amount shall be adjusted in each succeeding year by the percentage increase in cost in the “1% Water Conservation Program” cost center as identified in Exhibit V.
