Conditional Starting Rate. It is recognized that when a job vacancy cannot be filled by the job posting procedure, a new probationary employee may be employed at a rate of pay greater than the starting rate of pay for that job classification provided the individual has the necessary experience, qualifications, training, education and other work factors that would warrant a different step in the rate of pay schedule. The Employer will upon request from the Union, supply the necessary documents for justification of the different step in the rate of pay schedule. If the Union deems the documents do not support the higher pay, the Union may grieve the rate of pay.
