Composite Rate. 4.1.1.1 For purposes of determining the composite rates set forth in supplemental Exhibit B2, and as described for illustrative purposes in Exhibit D attached hereto, Mass Market is defined as an End User location with less than four (4) voice grade (DS0) lines or equivalents in any service area covered by this Agreement. 4.1.1.2 For purposes of determining the composite rates set forth in supplemental Exhibit B2, and as described for illustrative purposes in Exhibit D hereto, Enterprise Market is defined as an End User location with four (4) or more voice grade (DS0) lines or equivalents in any service area covered by this Agreement, or is serving an End User with DS0 services where such End User is also being served with a DS1 service in any service area covered by this Agreement. The quantification of an End User’s DS0 lines shall include services purchased from AT&T including DS0 Wholesale Local Switch Port Services (both stand-alone and those riding higher capacity facilities), DS0 Wholesale Local Platform Services, DS0 channels on DS1 Wholesale Local Platform Services (such as PRI, DDITs, and DS1 loop with channelization with port), resold AT&T Telecommunications Services and unbundled network element stand-alone loops. 4.1.1.3 For the DS0 Wholesale Local Platform following classes of service, a composite rate shall be developed as calculated in Exhibit D to this Agreement. The composite rate shall be calculated for and effective only in those states listed in Exhibit D. The composite rate shall be calculated by (i) multiplying the Mass Market rate for such UEPBX business lines (as set forth in Exhibit D) by the percentage of Mass Market business lines, (ii) multiplying the Enterprise Market rate for such class of service (as set forth in Exhibit D) by the percentage of Enterprise Market business lines from the classes of service listed below, and (iii) adding the two figures together to form a single rate. The composite rate is set forth in supplemental Exhibit B2. 4.1.1.4 Either Party may request a revision to the composite rate provided in this Agreement in the event of a substantive change in the percentage mix of Mass Market and Enterprise Market business lines for the UEPBX Class of service in the states that the composite rate was calculated for and as listed in Exhibit D. Such request may not occur more frequently than one (1) time per quarter, and may only be requested where the percentage mix has fluctuated by more that 2.5% since establishment of the composite rate, or since the last revision to the composite rate, as applicable. Revisions to the composite rate shall be determined using the Mass Market and Enterprise Market business lines (UEPBX) in service for the last full month prior to the revision request and shall be incorporated via an amendment to the Agreement, which shall become effective thirty (30) days after execution. The new revised composite rate shall be applied prospectively from the effective date of such amendment.
