Compilation of a New York State Transmission Plan. (a) The ISO will compile a consolidated New York State Transmission Plan (the “Plan”) as described in the ISO OATT, which will be comprised of all transmission projects proposed by Transmission Owners, as well as projects proposed by other Market Participants, that are found to meet all applicable criteria and include appropriate Transfer Capability mitigation measures, and that have pending applications for construction permits or approvals.
