Competence review. Network Rail shall implement a competence review process to confirm the continued competence of people undertaking work that can affect the operational safety and/or performance of Network Rail managed infrastructure. An individual’s line manager or other responsible person shall confirm that: • the person has practised the competence at the minimum frequency defined in the competence standards; • the work completed by the person meets the performance requirements of the competence standard; • the person has the knowledge defined in the relevant competence standard; • there have been no incidents, accidents or near misses as a result of the person completing the work. Where the maintenance of a competence by an individual cannot be confirmed through the competence review, the competence shall be withdrawn and a plan developed to restore the person’s competence. On completion of the competence review, the Line Manager shall arrange for the individuals competence records to be updated and certification re-issued.
