The 'Community-development programs' clause outlines the obligations and commitments of parties to support or participate in initiatives that benefit the local community. Community-development programs. (1) A community corps program that meets educational, public safety, human, or environmental needs and promotes greater community unity through the use of organized teams of participants of varied social and economic backgrounds, skill levels, physical and developmental capabilities, ages, ethnic backgrounds, or genders.
(2) A program that is administered by a combination of nonprofit organizations located in a low-income area, provides a broad range of services to residents of such an area, is governed by a board composed in significant part of low-income individuals, and is intended to provide opportunities for individuals or teams of individuals to engage in community projects in such an area that meet unaddressed community and individual needs, including projects that would -
(i) Meet the needs of low-income children and youth aged 18 and younger, such as providing after-school ‘safe-places’, including schools, with opportunities for learning and recreation; or
(ii) Be directed to other important unaddressed needs in such an area.

Community-development programs. In order to contribute to the community development needs of high need neighborhoods located along the Project area and otherwise create a positive relationship between local communities and the Developer, the Developer shall spend an aggregate amount of $200,000 during the Construction Period and an additional aggregate amount of $800,000 (and no less than $25,000 per Calendar Year or as otherwise agreed by the Parties (acting reasonably)) during the Operating Period in order to:
a. establish an organized program to assist businesses in taking advantage of the significant business opportunity provided by the local workforce during the Construction Period. This program shall include a commitment to work with restaurants, food vendors and catering businesses that are located within such neighborhoods and are likely to be impacted by the Construction Work. This program may include the following elements:
Community-development programs. 1. Preparation and carrying out, on a pilot basis, of a program to improve the physical infrastructure and social conditions of economically vulnerable groups of the population.
2. Preparation of a large-scale program to improve social infrastructure and living conditions of the groups of population referred to under Part C.1 of the Project.
3. Support to PCU in managing, supervising and monitoring the implementation of the Project through the provision of equipment and expert services.
