Commonwealth Customers. The Network Operator will serve as MassTech's agent to provide Lit Services, Dark Fiber Services, and collocation services to Commonwealth Customers pursuant to agreements entered into between MassTech and the Commonwealth Customers. 4.10.11.1 The Commonwealth Services required by new and existing MassTech agreements with MassDOT, EOPSS, EOTSS, and other Commonwealth Customers shall be at rates that are equal to or less than prices for Wholesale Services under the Pricing Guidelines, except that charges for all services to EOPSS and EOTSS shall not exceed 85% of the then-current suggested prices under the Pricing Guidelines. 4.10.11.2 The provision of Commonwealth Services shall be on a private carrier basis.
