Commencement of Monthly Fees. Monthly fees will commence on the Release Date of the service, which is the date that testing is successful and the installation is ready for use. Such monthly fees will commence on the Release Date regardless of whether the Customer begins to use the service at that time or delays on-site deployment of the service for whatever reason.
