COLLEGE EXPANSION. The College and the Union recognize the importance of expanding access to degree- completion programs in the College region and also recognize the importance of ensuring that the initiation of new degree-completion programs or proposed expansions of College facilities proceed smoothly. Therefore, should the College choose and be approved to offer degree-completion programs using college facilities or personnel, or should the pending proposed expansions of College facilities be approved, the College and the Union agree as follows:
