Collateral Estoppel. The judgment of any court of competent jurisdiction, or the admission of Tenant in any judicial or administrative action or proceeding that Tenant (to the extent of such judgment or admission) has violated any Laws and Orders relating to the Premises shall be conclusive, between Landlord and Tenant, of that fact, whether or not Landlord is a party to that action or proceeding.
