Challenger. USA shall maintain separate detailed records of all matters pertaining to the Fund (the “Fund’s Records”), including, without limitation, brokerage and other records of all securities transactions. Challenger-USA acknowledges that, subject to Challenger-USA’s obligations to retain copies of records it maintains for its clients, the Fund’s Records are property of the Fund. Challenger-USA agrees to preserve for the periods prescribed by Rule 31a-2 under the Investment Company Act any such records as are required to be maintained by it pursuant to this Agreement. Challenger-USA shall maintain all books and records with respect to the Fund's portfolio transactions required by subparagraphs (b)(5), (6), (7), (9), (10) and (11) and paragraph (f) of Rule 31a-1 under the Investment Company Act and shall render to the Board such periodic and special reports as the Board may reasonably request, simultaneously sending copies of any such reports to Heitman.
Challenger. CEPPS/NDI will run four iterations of its current “Challenger” program, in which approximately 60 youth annually receive intensive training in policy analysis skills and practice. Challenger begins with a competitive application process, which typically has attracted more applicants than CEPPS/NDI can accommodate. NDI will seek to include members of the LGBTI community and people with disabilities throughout the application process. Those accepted receive an in-depth education in sophisticated policy analysis and formation. The course is designed to stimulate critical thinking about issues and generates excitement among young people disillusioned with the personality-based politics which dominate Moldovan news. The Challenger course includes exercises in forming and defending a policy argument through debate, and in door-to-door grassroots political organizing. At the conclusion of each year-long program, CEPPS/NDI will seek opportunities for the Challengers to enter civic and political life. This could include serving as policy analysts with the regional mayors’ advocacy campaigns, which are described under Objective 3. In a continuation of current practice, CEPPS/NDI will also support the Challengers to conduct voter education campaigns and get-out-the-vote activities with youth across the country prior to national and local elections. CEPPS/NDI will also help the Challengers monitor and report on the performance of local councilors. Challenger graduates in Chisinau have set up the PrimariaMea (my local government) website, a comprehensive platform which can be used by citizens and civil society organizations for petitioning, learning about and tracking the activities of local government officials. CEPPS/NDI will also explore ways to improve the site through such things as enhancing data visualization. If local elected officials in Chisinau or other cities prove receptive to citizen input on government service delivery, and are looking for ways to gather it more effectively, CEPPS/NDI will help Challenger introduce the Fix My Community platform, (▇▇▇▇▇://▇▇▇.▇▇▇▇▇/fix-my-community) a tool for citizens to directly report problems to government and work with local actors to get those problems resolved.
