Certain Headings. Certain sections of Articles IV and V contain descriptions of the purpose or requirements stated in those sections. These statements of purpose are to provide background information to assist in the interpretation of the requirements. The absence of a stated purpose with respect to any requirement does not diminish the enforceability of the requirement. If a provision in Articles IV and V is not delineated as “purpose,” “background,” or “definition,” it is a requirement.
