CBA. Employees at the top of the existing (pre-Hay Study) wage scale but below the maximum of the new scale (post-Hay Study) will receive the annual step increase on July 1st of each year starting July 1, 2017. Employees currently below the top of the existing wage scale (e.g. newer employees waiting to reach the 52 week step of the existing ranges) will be placed on the next step in the new range that is an increase over the pay rate they would have received at their anniversary date. This “accelerated” step increase will occur on their next anniversary date as originally scheduled. Pay rates will be red-lined (frozen) for employees at or exceeding the maximum of the new pay scale as of July 1, 2016 and will remain red-lined until annual adjustments to the pay scale result in the maximum hourly rate exceeding or “catching-up” with the employees’ red-lined rate. For July 1, 2016, red-lined employees will receive up to a 2.5% lump sum payment payable no later than the second regular pay in July, 2016. For 2017, red-lined employees will receive up to a 2% lump sum payable no later than the second regular pay in July, 2017 (difference between 2% and increases provided by the new pay rate of their step – providing at least a 2% increase). Said lump sum payments will not be added to the base hourly rate. Employees with a current rate of pay below the maximum of the new wage scale by less than 2.5% as of July 1, 2016, will be increased to the maximum step and will receive the difference in a lump sum payment payable with the second regular pay in July, 2016. This same concept will apply to those who are coming off being redlined on July 1, 2017 but will receive at least a 2% increase in a combination of increase in base hourly rate and a lump sum payment payable with the second regular pay in July, 2017. Employees below the maximum of the new wage scale by 2.5% or more will be placed in the scale at the next highest rate above their current hourly rate. Water Service Persons hired to that classification prior to June 30, 2016 who promote to Water Service Mechanic in the future will be placed on Step 5 of the new pay scale (this is the step that provides an increase comparable to that of the old pay scale).
