Bid Comparisons. In comparing Bids, GRDA will take into consideration not only the prices but also items such as efficiency, reliability, durability, economy of operation and maintenance, accessibility for repairs, cost of special construction made necessary by the equipment offered, and any guarantees. GRDA reserves the right to reject any or all Bids, to waive any and all informalities, to evaluate Bids, and to disregard all nonconforming, nonresponsive, or conditional Bids.
