This agreement covers “All professional and nonprofessional employees employed by the U.S. Department of Agriculture, Farm Service Agency and Risk Management Agency in the Washington, D.C. metropolitan area, but excluding all management officials, supervisors, and employees described in title 5, U.S.C. Section 7112(b) (2), (3), (4), (6) and (7).”
