Award Procedures. 8.1. The Award Procedures may be invoked by any Framework Public Body and Call-off Contracts may be entered into at any time during the period of the Framework Agreement.
8.2. But the Award Procedures may not be invoked and Call-off Contracts may not be entered into with the Contractor if:
8.2.1. the period of the Framework Agreement has expired;
8.2.2. the Contractor’s interest in the Framework Agreement has been terminated; or
8.2.3. the Contractor’s appointment to provide Services to Framework Public Bodies has been suspended in accordance with clause 9.2 (Management Arrangements).
8.3. The Framework Public Bodies and the Contractor must comply with the Award Procedures and must establish each Call-off Contract without amendment to the Standard Terms of Supply.
8.4. The Contractor must maintain the capacity to enter into and perform Call-off Contracts throughout the period of the Framework Agreement.

Award Procedures. 1.1. Where Framework Public Bodies decides to source Services through this Framework Agreement then it will award those Services in accordance with the procedures described in this Schedule 3 - Award & Order Procedure and the requirements and guidance defined in the Buyers Guide (see section 4.1 below)
1.2. Framework Public Bodies should be able to access the Framework Agreement either by a direct award route or by conducting a further mini competition with the Framework Contractors on the Framework Agreement. The processes which will be followed under each route are detailed below in section 2 and 3.
1.3. All contracts awarded through the Framework Agreement will be drawn up using Schedule 5 - Standard Terms of Supply. This will be amended to reflect the individual Framework Public Bodies, Contractor, reference numbers, dates, etc. Specific requirements or variations will be recorded in the supporting Schedules, which may include details captured in the Requirements Template (see section 7 below).
Award Procedures. Awards under the Framework Agreement Direct Awards
6.1 Where the Invitation to Tender allows for a Contracting Authority to award without re-opening competition (a direct award) a Contracting Authority shall, when ordering Services:-
6.1.1 identify the relevant Services;
6.1.2 (where there is more than one Contractor) select the Contractor in accordance with the method set out in the Invitation to Tender, or where the Invitation to Tender does not specify a selection method, identify the Contractor who offers best value for money for those Services on the basis of the price(s) submitted by the Contractor in its Tender and who is able to fulfil the Order within the time specified;
6.1.3 (subject to 6.2 below) place an Order with the successful Contractor which:-
(a) states the requirements;
(b) identifies the Services;
(c) states the price payable in accordance with the Tender submitted by the successful Contractor; and
(d) incorporates the Call-Off Terms and Conditions.
6.2 Where there is more than one Contractor appointed under the Framework (or under the relevant Lot) and the Invitation to Tender so specifies, a Contracting Authority shall, prior to placing an Order:
6.2.1 identify the Contractors capable of performing the Call-Off Contract for the Contracting Authority’s requirements;
6.2.2 supplement and refine the Call-Off Terms and Conditions only to the extent permitted by and in accordance with the requirements of the Regulations and Guidance where applicable;
6.2.3 invite tenders by conducting a mini-competition for its requirements in accordance with the Invitation to Tender, the Regulations and Guidance where applicable and in particular:
(a) confirm prior to the mini-competition whether or not the Contracting Authority intends to follow this with an electronic auction or use the mini-competition alone. Should this be the case the Contracting Authority shall provide all Contractors with full details prior to the e-auction including but not limited to how the e-auction is to be conducted and the outcome of the mini-competition;
(b) consult in writing all the Contractors capable of performing the Call-Off Contract and invite them within a specified time limit to submit a tender in writing for each specific contract to be awarded;
(c) set a time limit for the receipt by it of the tenders; and
(d) keep each tender confidential until the expiry of the time limit for the receipt by it of tenders.
Award Procedures. If the Authority or any Other Contracting Body decides to source Services through this Framework Agreement then it will award those Services in accordance with the procedures described in this Framework Schedule 5 (Ordering Procedures) and the requirements of the Regulations and the Guidance. For the purposes of this Framework Schedule 5, “
Award Procedures. 4.1 If the Authority decides to source Services through the Framework Agreement then it shall satisfy its requirements for Services by awarding a Contract in the terms set out at Schedule 2A following a mini-competition conducted in accordance with the requirements of clause 4.2
4.2 When ordering Services under the Framework Agreement the Authority shall:
(a) identify the Framework Providers capable of providing the Services;
(b) supplement and refine the Call-off Terms and Conditions only to the extent permitted by and in accordance with the requirements of the Regulations and Guidance (in which case it shall notify Framework Providers accordingly);
(c) invite tenders by conducting a mini-competition by way of email or e- auction for its Services requirements in accordance with the Regulations and in particular:
(i) consult in writing the Framework Providers capable of performing the Contract for the Services requirements;
(ii) set a tendering period for the receipt of the bids which takes into account factors such as the complexity of the subject matter of the Contract and the time needed to submit tenders; and
(iii) keep each bid confidential until the expiry of the time limit for the receipt by it of the Supplemental Tenders;
(d) apply the Services Award Criteria to any compliant bid submitted through the mini-competition; and
(e) subject to clause 4.4 place an Order with the successful Framework Provider.
4.3 The Supplier agrees that all bids submitted by it in relation to a mini- competition held pursuant to this clause 4 shall remain open for acceptance for six Months (or such other period specified in the invitation to tender issued by the Authority in accordance with this clause 4).
4.4 Notwithstanding the fact that the Authority has followed the procedure set out above for Services, the Authority may cancel, postpone, delay or end the procedure without placing an Order for Services or awarding a Contract. Nothing in this Framework Agreement shall oblige the Authority to place any Order for Services.
4.5 In the event that the Authority wishes to place an Order for Services that are required urgently then the Authority may seek tenders from Suppliers without adhering to the full procedure and/or time-scales set out in clause 4.2. (providing that deviation from same does not constitute a breach of the Regulations).
Award Procedures. 4.1 If a Participating Organisation decides to source goods and/or services through the Framework Agreement then it may:
4.1.1 satisfy its requirements for goods and/or services by awarding a Call-Off Contract in accordance with the terms laid down in this Framework Agreement at Schedule 6 without re-opening competition; or
4.1.2 satisfy its requirements for goods and/or services by awarding a Call-Off Contract following a Mini-Competition conducted in accordance with terms laid down in this Framework Agreement at Schedule 6.

The vendor(s) shall make deliveries as specified within the confines for the Invitation to Quote (ITQ’s). Certain County employees may be authorized in writing to pick- up materials under this contract. Vendors shall require presentation of this written authorization. The vendor shall maintain a copy of the authorization. If the vendor is in doubt about any aspect of material pick-up, vendor shall contact the appropriate user department to confirm the authorization.
Award Procedures. 1.1. If a Framework Public Body has a requirement under this Framework Agreement, then it will award a call-off contract in accordance with the procedure in this Schedule and the requirements of the Regulations. All call-off contracts will be between the Framework Public Body and the Contractor.
1.2. All Call-off Contracts awarded through the Framework Agreement will be drawn up in accordance with Schedule 5 (Call Off Terms & Schedules). This will be amended to reflect the individual Framework Public Body (Purchaser), Contractor (Supplier), reference numbers, dates, etc. Specific requirements or variations will be recorded in the supporting Schedules, which may include details captured in the Order Form (see section 6). Where the Standard Terms of Supply schedules and/or Order Form have not been completed, the corresponding schedules from the Framework Agreement will apply.
1.3. Framework Public Bodies may award Call-off Contracts until the date of expiry of this Framework Agreement, which may run well beyond the duration of this Framework Agreement.
1.4. Framework Public Bodies can access the Framework Agreement by conducting a further Mini Competition with the Contractors on the Framework Agreement
