Award Basis. Contracts may be awarded to multiple Offerors who submit Proposals that have been determined to be the most advantageous to the State considering evaluation factors set forth in this RFP (see COMAR 21.05.03.03F) for providing the services as specified in this RFP and qualified with a ranking of 85% or higher. Awards may be made in two categories of contractors: 1. Certified Small Business Reserve Contractors, and 2. All others. DGS intends to make awards to a maximum of four (4) qualified firms, or as determined by the Procurement Officer to be in the best interest of the State.
