Authorization of Additional Projects. Additional projects may be authorized by the Board of Directors and in accordance with federal, state, and local law. In authorizing additional projects, the Board of Directors shall give reasonable consideration to (1) the Comprehensive Plan and strategic plans of the locality or localities in which such additional project would be constructed;
