Authorisations for construction. (a) The Participants must commence with the design of the Works but may not commence construction of the Works until the necessary Authorisations for construction have been obtained. (b) If the Participants are unable to obtain all of the Authorisations necessary for the construction of the Works or any part of the Works, then the Alliance Board must promptly meet and decide how and under what conditions, if any, the Works are to proceed.
