Accela works with agency leadership and staff to determine and document:  Office workflow, policies, and processes  Knowledge and resource gaps  Data, training, and cultural issues  Configuration issues  Actions needed to address issues and gaps Accela employs a structured approach using specific web-based program-area surveys as well as informal question and answer sessions. This, coupled with onsite observation of staff conducting their daily tasks, provides input to describing the actions needed to address issues.
