ARBITRATION BINDING. Arbitration awards shall be final and binding on the Employer, Association, and employees. However, each party reserves the right to challenge, through civil litigation only, arbitration or awards thereunder if the arbitrator has exceeded his/her jurisdiction or has arrived at his/her award fraudulently or by improper means.
