Allotment Based Tariff. 4.1.1 Cal-Am’s previous Monterey County District residential rate design included an allotment system that was based in part on customer-provided information regarding the number of residents per household. In D.▇▇-▇▇-▇▇▇, the Commission found that this system was vulnerable to abuse, since it relied on household information provided by customers. Some customers may have unintentionally or intentionally provided incorrect data, thus causing the allotments to be over- or understated. In D.▇▇-▇▇-▇▇▇, the Commission found that this system could produce inequities between customers.
