Administrative Draft Program EIR. A Program EIR will be prepared and include the following sections in accordance with the CEQA Guidelines. Executive Summary Introduction Project Description Environmental Setting Discussion of Existing Conditions, Environmental Impacts, and Mitigation Measures Cumulative Impacts Effects Not Found to Be Significant Alternatives Other CEQA-Mandated Sections Each topical section of the document will: (a) describe existing environmental conditions and pertinent regulatory policies and programs that apply to this project, (b) define the criteria by which impacts will be determined to be significant, (c) determine the environmental changes that would result from the project, (d) evaluate the significance of those changes with respect to the impact significance criteria (thresholds), (e) define mitigation measures to reduce or avoid all potentially significant adverse impacts, and (f) provide a conclusion as to whether significant impacts would remain, even after successful implementation of recommended mitigation measures. Two types of mitigation measures that are practical and feasible will be recommended: measures addressing impacts related to the primary (direct) impacts and measures addressing impacts related to the secondary (indirect) impacts associated with the proposed project. A conservative scenario approach will be followed for all analyses in the PEIR. Our scope of work includes one round of review of the Administrative Program DEIR. As part of the PEIR, the following technical studies will be prepared by both PlaceWorks and subconsultants, and analysis and findings of these technical studies will be incorporated into the Administrative Draft PEIR. Complete technical studies and modeling information will be included in the PEIR as an appendix to the PEIR.
