The "Action starting date" clause defines the specific date on which certain obligations, rights, or activities under the agreement will commence. This clause typically identifies when parties are required to begin performance, such as the start of services, delivery of goods, or the effectiveness of contractual terms. By clearly establishing the commencement date, the clause ensures all parties have a mutual understanding of when their responsibilities begin, thereby preventing confusion or disputes regarding timing.
Action starting date. The action starting date is fixed in the Data Sheet of the Grant Agreement. It is usually the first day of the month following the GA signature. But the parties can also agree to a fixed starting date (if justified during grant preparation, e.g. conference that must take place on a specific date). The fixed starting date should normally be in the future (after GA signature), but you can also choose an earlier date (retroactive) if agreed with the granting authority. Be however aware that starting dates far in the future (e.g. 2-3 months after the GA signature) will have an impact on the timing of your prefinancing payment and will delay it. Conversely, retroactive starting dates bear the risk that the grant might in the end not be signed. The action starting date can normally NOT be before the submission of the proposal, unless the Programme Regulation allows this or in cases of emergency, e.g. for humanitarian aid and civil protection.
Action starting date. The starting date of the action (‘action starting date’) is fixed by the Commission/Agency in the GA. It is usually the first day of the month following the date when the GA enters into force. The GA enters into force when the last party signs it (see Article 58). A fixed starting date may also be agreed between the Commission/Agency and the consortium. Exceptionally, the Commission/Agency may agree that the action starts on another day than the first day of the month, if the consortium requests it (usually in its proposal) and can show that there is a need to start the action at that moment (e.g. an action that is dependent on environmental conditions). That starting date can be either:  before the entry into force of the GA, i.e. before the grant agreement is signed by both parties
