ACHP. a. Should the Texas Historical Commission be an Applicant for FEMA assistance, SHPO will be responsible for following their internal protocols and procedures, Protocols and Procedures for Consultation on Historic Sites Division Projects, for consultation with FEMA. If for any reason FEMA or SHPO determine that SHPO review of an Undertaking may otherwise be an apparent or actual conflict of interest, ACHP will review the Undertaking in lieu of SHPO.
