Access Programming. (i) “Governmental”: Non-Commercial Programming produced by City of Rochester departments or agencies and other Non-Commercial Programming offered by them or a duly authorized designee which is not ordinarily offered by operators of cable television systems; and (ii) “Educational”: Non-Commercial Programming produced by City of Rochester Public Schools, or other educational organizations as designated by the Franchising Authority, and other non-commercial educational programming offered by them which is not ordinarily offered by operators of cable television systems. (iii) “Public”: Non-Commercial Programming produced by the residents of the City of Rochester, or produced by an access corporation or non-profit corporation operating within the City of Rochester, and other programming not ordinarily offered by operators of cable systems.‌

Access Programming. All Programming transmitted over PEG Access Channels shall be non-commercial in nature. Program material to be distributed on PEG Access Channels shall contain no advertising or commercial content for which consideration is received by the City or an Access Programmer. Xxxxx xx and City agree that City or an Access Programmer may include acknowledgments for Persons which sponsor or underwrite Access Programming in a manner substantially similar to the sponsorship information provided on the Public Broadcasting System.
Access Programming. Editorial discretion and the content of programming on the Public Access Channel, and any liability therefor, shall reside solely with, and be the sole responsibility of, the Access Corporation.
