Accept and Process Development Permits. The City shall accept and process in the normal course all Development Permit applications submitted by ▇▇▇▇ or its agent(s) in conformance with the requirements of this Agreement and applicable provisions of the BMC and the PWDS. Where there is any conflict between the BMC, the PWDS, or the Comprehensive Plan, on the one hand, and this Agreement on the other, the terms and requirements of this Agreement shall control. As used in this paragraph, “normal course” means in accordance with the applicable statutory timing requirements, if any.
