Preferred Qualifications. 3.5.1 CONSULTANT should have substantial knowledge and experience in project management including working with public sector/government staff and stakeholders to develop and document objectives, scope, budget, procurement, schedule of the project, implementing the plan, and completing and evaluating the project.
