Preliminary matters, acknowledgements and apology, and settlement of historical claims. Preliminary matters 10 3Purpose The purpose of this Act is— (a) to record the acknowledgements and apology given by the Crown to Ngāti Pūkenga in the deed of settlement; and (b) to give effect to certain provisions of the deed of settlement that settles the historical claims of Ngāti Pūkenga.154Provisions to take effect on settlement date (1)The provisions of this Act take effect on the settlement date unless stated other- wise. (2)Before the date on which a provision takes effect, a person may prepare or sign a document or do anything else that is required for—20 (a) the provision to have full effect on that date; or (b) a power to be exercised under the provision on that date; or (c) a duty to be performed under the provision on that date. 5Act binds the Crown25 This Act binds the Crown. 6Outline (1)This section is a guide to the overall scheme and effect of this Act, but does not affect the interpretation or application of the other provisions of this Act or of the deed of settlement. 30(2)This Part— (a) sets out the purpose of this Act; and Ngāti Pūkenga Claims Settlement Bill Part 1 cl 6 (b) provides that the provisions of this Act take effect on the settlement date unless a provision states otherwise; and(c) specifies that the Act binds the Crown; and(d) records the text of the acknowledgements and apology given by the Crown to Ngāti Pūkenga, as recorded in the deed of settlement; and 5(e) defines terms used in this Act, including key terms such as Ngāti Pūken- ga and historical claims; and(f) provides that the settlement of the historical claims is final; and(g) provides for—
