El Facilitador es responsable de la ejecución de las actividades del Proyecto a nivel municipal, de distrito y de centro educativo, en concordancia con los tres resultados esperados generales del proyecto enumerados anteriormente. The Facilitator is responsible for implementing the Project's activities at the municipal, district and educational center levels in line with the project’s three overall intended results as listed above. Facilitators will conduct training consistent with the established in the strategies by result (described further below), ensuring that both strategic or operational planning and actions focus on strengthening the capacities of education sector actors to improve educational achievement. Facilitators will act under the supervision of the Regional Project Coordination, on a full-time basis, based in a municipality.

Con base en estos antecedentes y necesidades, se invita a las empresas a presentar propuestas para
prestar el servicio de outsourcing de contratación de personal y gestión de planillas mensuales, que garantice a Progresa con Educación personal altamente calificado para el desarrollo de las actividades
Based on this background and needs, companies are invited to submit proposals to provide the outsourcing service of hiring personnel and monthly payroll management, which guarantees that Progresa con Education highly qualified personnel for the development of activities.
Responsabilidades de la empresa Outsourcing / Outsourcing Company Responsibilities
· La Empresa será responsable de la selección (en coordinación con el personal de RTI) y contratación de 40 facilitadores que se ubicarán en las sedes municipales de la Secretaría de Educación (en los 40 municipios mencionados anteriormente) sujetos a la descripción del puesto y las funciones descritas anteriormente.

Evaluation and Award Process: RTI's Procurement Officer will award an agreement contract resulting from this request to the responsible Seller (bidder) whose bid conforms to the RFQ/RFP will be most advantageous to RTI, price, and other factors considered. The award will be awarded to the Seller that represents the best value for the project and for RTI. For purposes of this RFQ/RFP, price, delivery, technical and past performance are of equal importance for the purposes of evaluating and selecting the "best value" awardee. RTI intends to evaluate the offers and grant an Agreement without discussions with the Sellers. Therefore, the Seller's initial offer must contain the Seller's best terms from a technical and price point of view. However, RTI reserves the right to conduct discussions if RTI's Procurement Officer subsequently determines that it is necessary.
The evaluation factors shall be composed of the following criteria:
(a) PRICE. Lowest maximum price evaluated (including option quantities).
(b) DELIVERY. The seller provides the most advantageous delivery schedule.
(c) TECHNICAL. Items/services shall meet or exceed the specifications described in Annex A of RFQ/RFP.
(d) PAST PERFORMANCE: Seller can demonstrate its ability and resources to provide the items/services requested in this request in a timely and responsive manner.

Las pruebas documentales de las cualificaciones del proveedor para ejecutar el contrato en caso de que se acepte su oferta deberán establecer a satisfacción de RTI Internacional que el proveedor tiene la capacidad financiera y técnica necesaria para ejecutar el contrato. La no presentación de toda la información requerida en los documentos de licitación, o la presentación de una oferta que no responda sustancialmente a la RFP en todos sus aspectos, será por cuenta y riesgo del proveedor y podrá dar lugar al rechazo de su propuesta.
To be eligible for this acquisition, the supplier must provide the following documents with its technical proposal (Mandatory Qualification Requirements):
(a) Deed of incorporation. Bidders must have existed for at least five (5) years
(b) Evidence that the candidate has paid the required taxes. The supplier must present a valid Proof of Tax Solvency certifying tax compliance issued by the Income Administration System (SAR).
(c) Copy of RTN of the company.
(d) Valid Operating Permit.
Documentary evidence of the supplier's qualifications to perform the contract if its tender is accepted shall establish to RTI International's satisfaction that the supplier has the necessary financial and technical capacity to perform the contract. Failure to provide all information required by the bidding documents, or submitting a bid that does not substantially respond to the RFP in all respects, will be at the supplier's risk and may result in rejection of its proposal.
12. Evaluación de las Ofertas /Evaluation of offers
Las propuestas se evaluarán en 3 etapas, como se indica a continuación: Etapa 1: (15 puntos)
En esta etapa, las ofertas se someterán a un examen preliminar para verificar la integridad y la conformidad general de las ofertas recibidas. The proposals will be evaluated in 3 stages as follows:
Stage 1: (15 points)
At this stage, tenders will undergo a preliminary examination to verify the overall completeness and responsiveness of the tenders as received. Any offer deemed incomplete, invalid or substantially responsive will be removed at this stage. To qualify for the Stage 2 assessment, a provider must meet the following mandatory eligibility requirements:
They must have submitted their bids in the required format. (See the method of presenting the note in this RFP)
You must have completed the summary structure of the outsourcing services proposal.
You must submit copies of the following documents:
o RTN
o Certificate / Proof of valid tax compliance.
o Valid Operating Permit.
o Company profile.
o A list of 5 (five) reputable clients from your referrals.
Complete the RFP and price list in the specified format
The supplier must quote all requirements in the scope of this RFQ in order for them to be considered responsive and valid for evaluation.
Etapa 2:
Evaluación técnica (60 puntos)
El total de puntos técnicos asignados a cada propuesta se determinará sumando y ponderando los puntajes asignados por el comité evaluador a las características técnicas de la propuesta de acuerdo a los siguientes criterios. :
a) Número de años de experiencia en la prestación de servicios de Outsourcing y nómina. (10 puntos).

d) Cobertura geográfica / Cobertura de servicios. (5 puntos)

Technical Evaluation (60 points)
The total technical points assigned to each proposal will be determined by adding and weighting the scores assigned by the evaluation committee to the technical characteristics of the proposal according to the following criteria. :
a) Number of years of experience in providing Outsourcing and payroll services. (10 points).
b) List of corporate clients. (20 points)
c) Completeness of the service proposal, including enhanced benefits in addition to those specified in the RFQ. (25 points)
d) Geographical coverage / Coverage of services. (5 points)
Only companies that score at least 80% of the score in Stage 2 will qualify for Stage 3 – Financial Evaluation.

13. 14. Validez de la Oferta. Representations and Certifications. Winning suppliers under a U.S. federal contract must complete and sign as part of their bid RTI Representations and Certifications for values greater than $10,000. UEI Registration (see xxx.xxx for reference).
