If during the invoice period, Consultant has incurred costs other than the Direct Labor Rate, Consultant shall attach to its invoice to the City copies of receipts and invoices for such costs and expenses.
The Rate Consultant may base its estimates and projections upon such factors as it shall consider reasonable, a statement to which effect shall be included in such Certificate.
