Product stewardship program" or "program" means the methods, systems, and services financed in the manner provided for under RCW 70.275.050 (as recodified by this act) and provided by producers of mercury-containing lights generated by covered entities that addresses product stewardship and includes arranging for the collection, transportation, recycling, processing, and final disposition of unwanted mercury-containing lights, including orphan products.
Product stewardship program" means a program financed and either managed or provided by producers that addresses the life-cycle impacts of a product and includes, but is not limited to, the collection, transportation, reuse and recycling or disposal, or both, of unwanted products, including but not limited to a pro rata share of orphan products.
