Garbage Receptacle means a container of water tight construction which can be provided with a tight fitting cover which may be removed only when the receptacle is emptied or actively loaded, is maintained in good condition without holes or spillage or a waterproof bag, and is designated for the storing and setting out of Garbage. It does not include cardboard boxes or commercial dumpsters;
