fishing activity means fishing for, catching, taking, or attempting to fish for, catch or take, any species of fish from Treaty Ceded waters, including all related activities which occur in or on the water, or immediately adjacent to the waters edge and in the process of loading or unloading fish, nets, or related gear, in or from a boat or vehicle.
