Equal definition

Equal means subject to all requirements, qualifications and considerations that are not a prohibited ground of discrimination; (“égal”)
Equal means a system, process, product or material which is similar in all respects to that shown or specified but produced by a manufacturer not listed in the specification. See also: Substitution.
Equal or “Approved Equal” shall mean equal as determined by DCAS, in its sole discretion.
