Consulting Service means the service of studying or advising a state agency under a contract that does not involve the traditional relationship of employer and employee.

Consulting Service means any subject matter of procurement (which as distinguished from ‘Non Consultancy Services’ involves primarily non-physical project-specific, intellectual and procedural processes where outcomes/ deliverables would vary from one consultant to another), other than goods or works, except those incidental or consequential to the service, and includes professional, intellectual, training and advisory services or any other service classified or declared as such by a procuring entity.

Consulting Service means the provision of expertise or strategic advice by specially trained and qualified professionals for the purposes of assisting IO in decision-making, including activities relating to critical and/or commercial analysis, the formulation and/or implementation of recommendations relevant to IO’s business or clients. Consulting Services do not include any licensed professional services provided by medical doctors, dentists, nurses, pharmacists, veterinarians, engineers, land surveyors, architects, accountants, lawyers and notaries in their regulated capacities.
