The purpose of this rule is to establish procedures for the inspec- tion, testing, and certification of insu- lated, refrigerated, mechanically re- frigerated, and heated transport equip- ment in accordance with the Act and the standards specified in the Agree- ment. In the process, the intent is to utilize existing industry organizations and facilities for testing and inspection of equipment. The Secretary is the sole authority to issue certificates of com- pliance.
